Rate quoted should be quoted as a percentage (%) of Terminal Charges and Terminal Access Charges both. It is to mention that, as the IREPS module has provision of "% Above", "At Par" and "% Below" options for quoting rates. For the present tender, only "At Par" and "% Below" options will be valid and accepted. That is, if a bidder quotes a rate "At Par", then it would mean that he will take 100% of TC and TAC without any share to Railways. Further if a bidder quotes "% Below" rate, then it would mean that the percentage that he has entered will be retained by railways and the rest percentage will be taken by the bidder. For example, if a bidder quotes "10% below" rate, then it would mean that he wants 10% of the TC and TAC to be retained with Railways and he will take 90% of the TC and TAC (100 % minus 10% = 90% the bidder wants to take). Similarly if a bidder quotes "60% below" rate, then it would mean that he wants 60% of the TC and TAC to be retained with Railways and he will take 40% of the TC and TAC (100 % minus 60% = 40% the bidder wants to take).
