- Single percentage offer rate has to be quoted by the tenderer for Terminal Charge (TC) and Terminal Access charge (TAC) both. He cannot bid different percentages for TC and TAC separately. If done, the bid will be rejected and also offer quoted in range will not be accepted and such tender will be out rightly rejected. 1. The Bidder shall quote the Percentage of the share of Terminal Charge (TC) / Terminal Access charge (TAC) that will be retained by Railways. 2. If Bidder quotes between 0 percent to 100 percent (say x percent) it implies that Railways shall pay (100 - x ) percent of Terminal Charge (TC) / Terminal Access charge (TAC) to contractor. 3. If bidder quote more than 100 percent (say y percent) it implies that Railway will retain 100 percent charges and moreover bidder shall pay (y-100) percent of Terminal Charge (TC) / Terminal Access charge (TAC) over and above Terminal Charge (TC) / Terminal Access charge (TAC) retained by Railway.
